There are twelve bet levels (each one is 100 coins).
The Taco Brothers symbol is a Re-Spin Scatter and Wild. Get two of these and you set off a re-spin with a shot from someone’s revolver on any reel that doesn’t have a Safe or Taco Brothers symbol.

The reason that the wilds don’t stand in for the Safes, is because they are the scatters that set off the free spins (you will need at least three).
